Hahaha… those black elastomers or “discs” need a bit of grease between them and the “plates”. Just wipe them off.
Depending on your usage, after awhile if you run your finger over them, and they are dry, you will need to dismantle them and re-grease them to keep the rubber elastomers supple and that they move freely as you compress the brake pedal.
I even managed to change one of those elastomers, just so my pedal has a bit more travel.

Probably just some lubricant to lube the axle. You can wipe of the access carefully at the and of the axle.
