Handbrake doesn't register properly

in Assetto Corsa

i bought a fanatec handbrake with usb adapter and when i try to use it it only register as using up to 4 percent in the control hub, is there anyway to adjust the sensitivity in the control hub as when i have been trying to adjust it in assetto corsa i cant find a way.
