Can you do it with the wheel removed from the base? Are you sure you are pushing the wheel onto the base-side QR far enough?
I've pushed it all the way and it wont turn, I can do it removed from the base. If I go 3/4 I can turn it??

There is a metal ball inside the QR that locks into this hole (on the 'underside' of the wheel base QR):
If you can tighten the outer sleeve when the wheel is removed, you should see that the metal ball pops out as you tighten it. If you can tighten it when it is mounted 3/4 of the way, then my guess is that the ball is going into the 'middle' indentation on the shaft rather than the far one. Check that there is nothing blocking this far hole.
Okay no worries. I did push it further and managed to tighten it fine?
