I don't know what the "official" recommendation is, but I think it's fair to say that each person's situation will be slightly different. Things to consider are: how sweaty your hands typically get during normal gameplay, the abrasiveness/"grippiness" of the gloves surface, and your tolerance for the Alcantara surface not looking pristine.
If your hands tend to be pretty sweaty, as mine do, you may find acceptable any potential degradation of the Alcantara caused by extra friction from the gloves. This, especially when compared to the long-term prospect of sweat and oil being ground into the surface every time you race.
I believe gloves or not, the Alcantara will quickly turn black and shiny, unless you clean it regularly.
A specific cleaner for Alcantara and a soft bristle toothbrush. Always brush in the same direction in the points where you hold the steering wheel, and then dry with a microfiber cloth.
Brush from time to time with a dry toothbrush, just to lift the fibres.

gloves keep the wheel nice.
It does actually wear out faster with gloves.
You will need to clean regularly if you don't use gloves.
